Perceval House and Car Park are located in the centre of the London Borough of Ealing (W5 2HL) and have a combined site area of 1.29ha or 3.18 acres. The site is owned freehold by Ealing Council and the vast majority of the site is occupied by council uses.

The Council wishes to enter into a joint venture agreement to redevelop Perceval House from its current use as the main Council offices into a mixed use development.

The Council has six strategic objectives driving this project.

  1. The Council is seeking new office accommodation which will be its main base for delivery of its functions and those of partner organisations. This will comprise 9,300 sq m (100,000 sq ft) net internal area (NIA) of new offices in Phase1 and a Customer Service Centre/Library of 2,800 sq m NIA at another point during the project. The Council also requires an option to purchase a further 1,500 sq m to be delivered at another point in the project (the Option Space). The office accommodation may be provided on the site or in the wider Ealing Broadway area/Ealing Office corridor providing it is developed in accordance with the Employers Requirements.
  2. To develop a mixed use scheme with 50% of the housing being affordable
  3. To share in the development risks and to share in the rewards of a successful development in order to increase the return to the Council
  4. A profitable scheme which will not require the Council to make additional funding available for the cost of its accommodation requirements and generate a surplus beyond this.
  5. The Council to have an option to purchase the affordable homes (most likely via Broadway Living) at an agreed price as set out in the Employer’s Requirements and the bidders development assumptions.
  6. A high quality scheme that enhances the town centre.
