description
Ofwat is the economic regulator of the water and wastewater sectors in England and Wales (referred to in this document as the water sector).
Ofwat works with a broad range of stakeholders including the UK Government, the Welsh Government, water companies, consumer organisations and other regulators.
Our role is to help build trust and confidence in the sector with customers and wider society.
Our strategic priorities include:
| - | Delivering the reforms provided for in the Water Act 2014 and helping to ensure that they deliver real benefits for water customers and society. This includes putting in place the arrangements for the opening of the non-household retail market to competition in April 2017. This also includes supporting the development of water trading and abstraction reform. Doing these things will require further changes to the way we set prices in our 2019 review. |
| - | Maintaining the confidence of investors in the water sector and our regulation of it, though this period of change. |
| - | Developing the means by which we monitor the sector's performance against our vision of trust and confidence, and receive assurance from the sector. |
Over the past 26 years, Ofwat's work has delivered significant value for consumers. Details of the work we plan to undertake over 2016-17 is outlining in our forward programme. For further details see http://www.ofwat.gov.uk/
The Thames Tideway Tunnel (TTT) is a large construction project with the infrastructure provider being regulated by Ofwat. This is unique and the first project of its kind in the water and wastewater sector.
The overall objective of ensuring that the Thames Tideway Tunnel is delivered at best value for Thames Water's customers by providing robust legal advice to enable Ofwat to understand and engage with the commercial and contractual elements governing the Project and to minimise the risks of a judicial review in respect of any decision by Ofwat in relation to the Thames Tideway Project.
The project is inherently complex and Ofwat is therefore seeking to procure legal services to support Ofwat's work on the project.
