BATCIS Private Sector Support (BPSS)

The BATCIS Delivery Team manages a diverse range of Battlefield Communication and Information System capabilities for defence. The bulk of these capabilities are part of the Land Equipment Tactical Communication Information Systems (LE TacCIS) programme. The capabilities are at a variety of stages in their life-cycle and consequently require a diverse range of client-side support. The client side-support under this contract will initially be to assist the Authority in delivering MORPHEUS as the core requirement. Additional options are included for support to the BATCIS Systems Engineering Assurance function, Tactical Communication and Information System Team (TacCIS); Dismounted Situational Awareness (DSA) and TRINITY. Further information on these projects can be found at II 2.1) below.

The client side support requirements under this contract could include some or all of the following broad areas of support;

• a.Project and Programme Management Support including:
• Project and Programme Controls Coordination and Management;
• Risk and Issue Management;
• Scheduling Maintenance and Management; and
• Internal and External Communications/Stakeholder Management.

• b.Engineering Support including:
• Requirements Identification, Governance and Management;
• Support to the development, governance and implementation of the MORPHEUS Architecture;
• Technology Strategy Development;
• System Design Governance and Review;
• Engineering Governance Support;
• Safety Governance Support;
• Quality Assurance and Management Support;
• Performance Modelling Development and Maintenance; and
• System Acceptance Support.

• c.Other Support covered by the contract with include:
• Strategy Development and Governance;
• Approvals Support;
• Cost Estimation Support;
• Benefits Management;
• Change Management;
• Training Support; and
• Integrated Logistics Support.

The contract will cover a 5 year period from March 2018 to March 2023.

Additionally, please note that the LE TacCIS programme management team in Army HQ is outside the scope of this requirement.
