description

The University Hospitals of Leicester (UHL) Emergency Department (ED) at Leicester Royal Infirmary operates 24 hours a day, 365 days a year offering services for both Children and Adults. The ED operates a fully integrated, multi-disciplinary model of emergency primary care alongside the ED services. The Primary Care Provider Partner Service (PCPP) will provide part of the Emergency Department Assessment function and the Primary Care Stream at the Leicester Royal Infirmary site.

The scope of the PCPP is limited to assessment service for adult ambulant patients and a Primary Care service for adults and children that have a minor illness or injury (more severe injuries or suspected fractures will be seen in the UHL injuries stream). The PCPP will also provide the appropriate workforce in order to deliver a Primary Care Out of Hours Service 365 days per year between the ours of 9pm and 8am (hours subject to change).

The description of the services required was contained within the tender documentation, and is described briefly in this notice. The contract value given in this notice is the calculated cost of the typical shift pattern (per week, costed over a year) detailed in the Financial Model Template (FMT) submitted with the tender. The contractor will be paid to provide the shifts as required by the Trust, and paid at the costs detailed per clinician type within the FMT submitted.

Additional information: It is the bidders intent to form a consortium and to establish a Special Purpose Vehicle (SPV) to deliver the services. The consortium shall comprise DHU as the lead member and Leicester City GP Federation (LCH). LCH comprises two GP Federations in Leicester City, namely, (i) Across Leicester Health Limited and (ii) Leicester City Central GP Federation following the merger of Leicester City Central GP Federation into Across Leicester Health Limited. The SPV will comprise DHU and LCH with each consortium member owning 50% of the SPV. In the strictest term the SPV will be a 'joint venture'; between DHU and LCH with full accountability and responsibility vested in the Board of the SPV for the delivery of the services underpinning the contract.
