Highways England's Operational Capability Team is part of the Customer Operations Requirements Group and is responsible for developing, setting and embedding national standards and requirements in the area of severe weather.

The team requires Specialist Technical Services (the Contractor) to provide technical expertise to the group and to undertake a comprehensive review of Highways England's Severe Weather Requirements for the provision of its Severe Weather Service in the form of our DMRB compliant Severe Weather Plan and template.

Highways England is looking to set up a contract to provide specialist expertise in severe weather which is not available within Highways England. The contract will provide technical services to embed emerging methods and technologies which support severe weather and risk management.
