Manchester Mental Health and Social Care Trust (MMHSCT) is inviting suitably qualified and experienced Providers to submit PQQ documents for the Provision of Primary Care and Substance Misuse GP Services to be delivered as one contract across both HMP Manchester and HMP Buckley Hall sites.

The principle aim of the service is to provide high quality primary care services that are equivalent to that available to patients in the community, within the constraints of custody. Prison healthcare is delivered to serving prisoners, both convicted and on remand, including considerations of discharge, through-care and health related resettlement needs.

Healthcare is an integral part of the Prison Service and as such, the Provider is required to work in an integrated, co-operative and coordinated way with the prison service in the delivery of health services. The service provided will need to be responsive to the changing needs of the population.

The contract duration will be 3 (three) years, with one optional extension of up to 2 (two) years. It is intended that the new service will commence from 1st April 2017, with contract signature anticipated early December 2016. The total value of the contracts over the 5 years is estimated at circa. £3.87 million.

The Tender process will be conducted as a bespoke, two-stage application process akin to the Restricted Procedure. The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the “Regulations”). As such, the procurement of the Services is being run as a bespoke, two-stage application process akin to the Restricted Procedure. MMHSCT does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services. This opportunity is also being advertised in OJEU.

**The DEADLINE for submissions of PQQ responses for the first stage of the process, for which Bids must be submitted through the EU-Supply Portal, is 5PM on 1st AUGUST 2016**.

Shortlisted Bidder will then be invited to stage 2 of the process to submit ITT responses (including a financial proposal).
