The Council invites Quotations from a single multi-disciplinary consultant for the provision of [1] Project Management Consultancy Services and [2] Cost Consultancy Services
The consultant shall be a suitably qualified and competent property consultant and registered to The Royal Institution of Chartered Surveyors.
The Scope of Service that is required is expressly listed in the RICS Schedule of Services appended to this enquiry.
The Council agreed on the 22nd November 2022 to progress the redevelopment of the former care home, Murray House, on Acre Road from RIBA stage 1 and Outline Business Case through RIBA stages 2-3, leading up to the preparation of a planning application and production of a full business case.
The full Treasury Green Book 5 Case business case will be developed in tandem with a detailed planning application. The business case will request approval from the Council to ratify the detailed design proposal, confirm the procurement strategy, approve the project team to submit the planning application and allocate funding for the next stage of the project.
As such the business case will be accompanied by a detailed design proposal, detailed cost plan
To support this Stage and Plan of Works a Consultancy is required to provide Project Management and Cost Management Services.
The Stage of Work is planned to commence in February 2023. with a target completion of September/October 2023.
The duration of the contract is therefore 9 months, subject to the right of the Council (at its sole discretion) to exercise its right to extend the Contract by up to 3 months . The maximum length of the contract is therefore 12 months.
The recently approved Treasury Green Book 5 Case Outline Business Case codified a number of deliverables for the project, including:
Delivery of c.45 units of affordable housing comprised of a mix between general needs housing for older persons and self-contained accommodation for individuals with learning disabilities, including those 'in transition'
Delivery of affordable housing to meet the Council's requirement to increase supply of new-build accommodation.
Create a long-term source of revenue for the Council
Regeneration of a vacant and underutilised Council asset to help deliver the Council's priorities as set out in the Corporate Plan (2019-2023)
Create an opportunity to unlock existing sheltered housing stock identified for priority action for improvement or redevelopment
Provide a model for new specialist and supported housing that integrates the Council's ambitions to integrate technology into care.
Enhancements to the streetscape, public realm and placemaking on the site
A Budget has been approved by the Council to progress the scheme to the next stage, including:
taking the design to RIBA Stage 2-3 leading to a developed design, detailed cost plan, procurement strategy and planning application.
The production of a Green Book 5 Case Treasury Green Book Detailed Business Case to obtain gateway approval to submit the planning application, proceed to RIBA 4 and any additional resourcing required.
