The purpose of this notice is to notify the market of a forthcoming information session to provide detail of recent funding announced for Home Learning Environment interventions to support Covid recovery and to outline how this funding will complement the Autumn statement's announcement of £300 million which was committed to transform 'Start for Life' and family help services in half of the council areas across England.

A good quality HLE is crucial for children's outcomes

We know that a strong HLE in the early years predicts better verbal and non-verbal development at age 3 and 4, and improved school readiness (SEED study, 2020). The positive effects continue into later school attainment throughout primary and secondary education (EPPSE study, 2015). Children from disadvantaged backgrounds experienced a poorer quality HLE during the pandemic - over half a million (17%) of under 5s in England live in poor home environments.

There is robust international evidence on the effectiveness of targeted HLE programmes for enhancing children's early language development with the potential of children gaining 6 months progress over a year (EEF early years toolkit).

We are in the early stages of policy development and delivery design and would welcome input from suppliers of interventions that give practitioners the tools to deliver a range of support to parents of 3 and 4 year olds on the home learning environment, with evidence to show they support one or more of the following learning outcomes: language, social and emotional development and/or self-regulation.
