South Cambridgeshire District Council are seeking a consultant to provide a detailed report that clearly sets out the potential governance models for the community buildings and facilities that will come forward as part of Northstowe Phase One. The Council is seeking a contractor with a high level of knowledge of the different types of governance models, legal frameworks and potential income generation opportunities for these assets.
Based on the site of the former RAF Oakington base and surrounding farmland between Cambridge and Huntingdon, Northstowe will be a sustainable new development that is richly steeped in local history, giving it an identity that is entirely unique and one that promotes health and well-being.
Built over twenty-five years, Northstowe will have up to 10,000 new homes and, an anticipated population of around 25,000 - 28,000 people which is around the same population as Huntingdon to the north or Broadstairs in Kent.
The development is a working partnership between South Cambridgeshire District Council, Cambridgeshire County Council and two Master Developers, L&Q Estates (formally Gallagher Estates) and Homes England (formally the Homes and Communities Agency). The L&Q Estates Phase 1 has started to deliver the first 1500 homes and Homes England will deliver Phases 2 and 3.
It is already connected to the Cambridgeshire Guided Busway, which has integrated cycle routes providing quick connections to the major towns of Cambridgeshire.
The A14 upgrade will also be completed by 2020 connecting the town directly into the main UK road network, putting it in an enviable position to serve a diverse community.
Detailed proposals are now invited from consultants.
