The Department is seeking to commission research to develop its approach to

appraising the benefits of transport projects under conditions of land-use change

(henceforth referred to as 'Level 3' appraisal). This has long been recognised as a challenge for the current 'fixed land-use' (or 'Levels 1 and 2') approach to appraisal.

The primary objective of this research is to develop and propose robust, proportionate

and practical TAG appraisal guidance on the appraisal of transport projects under land use change.
