Wigan Council, on behalf of the Cultural Partnership, invites tenders for consultancy services to deliver a strategic review of Wigan Borough's creative industry assets and infrastructure and to develop a value-based creative industries assets strategy, which will:

  • Move us from the project-by-project approach and help us to plan and ask confidently of potential funders and investors for the resources the borough needs to meet ambitions.
  • Build a case for Wigan as a production hub for the region, specifically in the areas of performing arts, music and visual arts.
  • Examination of existing and potential assets; principles and partnerships; vision and identity; creative districts and communities
  • A creative industries assets plan to outline priority development over the next 10 years in the context of creative social and economic contribution.
  • A value capture system to measure social and economic impact e.g., planning gain; asset value uplift, rental value, consumer spend, community development, PR and marketing, inclusive growth etc.
