To validate and provide technical and financial analysis of options for the future provision of effective and sustainable scientific capability/infrastructure for Animal Health, specifically to provide the evidence and a preferred master-plan for the business case to be put to HMT March 2017, to agree the preferred strategic location, organisation and long term infrastructure development programme and provide RIBA stage 0/1 basis for specific critical building replacement investments to be commenced March 2018.
