This requirement is for the high-level review of Social Value within WMCA and establishing a set of recommendations on how to better drive Social Value within the organisation. Additionally, a review will be required on the Social Value Portal system used by WMCA Procurement and recommendations sought on how to proceed with this system.
The key workstreams for this commission are provided below-
| 1. | Maturity assessment of Social Value at WMCA: |
| a) | Review key policies / documentation to understand how Social Value sits into wider organisational processes. |
- b)Review Procurements (i.e., completed tenders) to assess how Social Value is currently used in practice (within the planning, evaluation, and contracting/reporting phases of Procurements)
| 2. | Review of WMCAs Social Value Policy: |
| a) | Assessment and understanding of WMCAs single policy and compare this against best practice, latest insight, and expert knowledge to identify any gaps that need addressing. |
| 3. | Review of WMCAs Social Value Portal use: |
| a) | Complete review of how the Portal has been used by Procurement to date and guidance on whether better models/options exist for our future requirements. |
WMCA expect the findings from the above workstreams will be presented by the provider using a report detailing the maturity of Social Value within WMCA, along with a set of recommendations on how to better drive Social Value, and finally a view on how to proceed with the Social Value Portal.
