NHS Heywood, Middleton and Rochdale Clinical Commissioning Group (CCG) are inviting suitably qualified and experienced Providers to submit tenders for the provision of Integrated Elective Care Pathways (ENT, Gynaecology, Orthopaedics and Urology) and also Upper and Lower GI Diagnostic, Assessment and Advice Service. Existing elective care pathways are delivered by different providers.

The vision underpinning Integrated Elective Care Pathways (IECPs) is to commission the entire elective specialty pathway from GP referral through to post-surgical follow up and community based therapy services for all patients, regardless of age or co-morbidity. Services will be provided by a wide range of healthcare professionals working across a variety of settings, enabling patients to access care closer to home, reducing waits and unnecessary visits to hospital.

Services will be provided by qualified healthcare professionals including Consultants, Staff Grades, GPs with Special Interest, AHPs and Specialist Nurses, thereby enabling patients to access care closer to home, reducing waits and unnecessary visits to hospital which will improve health outcomes. It is also an aspiration that providers will work more collaboratively with other health and social care professionals including pharmacists, optometrists and mental health services as appropriate, to make best use of available expertise.

The procurement will be split into the following lots:

Lot 1 – ENT Integrated Elective Care Pathway

Lot 2 – Gynaecology Integrated Elective Care Pathway

Lot 3 – Orthopaedics Integrated Elective Care Pathway

Lot 4 – Urology Integrated Elective Care Pathway

Lot 5 – Upper and Lower GI Diagnostic, Assessment and Advice Service

Additional information: IECPs will deliver care at the right time, in the right place and with the right clinician. IECPs will be underpinned by a “One Stop Shop” ethos with diagnostics undertaken on the same day as the initial consultation wherever possible. IECPs will operate to national waiting time targets which are currently set at 18 weeks’, however a reduction in the length of the pathway is an expectation of this service model as it matures and transition is complete.

A range of benefits will be realised through IECPs:

Front end triage to ensure the patient is directed to the right person, first time, with a zero tolerance for in-speciality consultant to consultant referrals, One Stop Shop, Assessment undertaken once and not repeated if patient transfers between providers in the pathway, Diagnostics undertaken ideally on the same day as the assessment with 100% undertaken within a maximum of 3 weeks from referral, but ideally on the same day as the assessment, Implementation of Patient Decision Aids for appropriate conditions, Delivery of direct listing, Significantly reduced follow-up outpatient appointments.

The contract is expected date for contract commencement is 1st February 2016 and it is for a duration of 5 years with a 2 year extension.
