Objective:
To inform the further development of our methodology, Ofwat requires an independent adviser to provide strategic regulatory advice to our Water 2020 programme that is robust and can withstand scrutiny from the water industry and other stakeholders.
Scope and Key Tasks:
In order to inform development of our methodology consultation and final methodology statement, Ofwat is seeking a call-off arrangement to provide strategic regulatory advice to our Water 2020 programme. This will feed into our Design workstream, and the advice will include a specific focus on:
| - | The development of targeted price controls to support the development of upstream markets; |
| - | Strategic policy issues relating to the design of upstream markets, development of incentives (such as the initial assessment of business plans), or the framework for access charges; |
| - | Support around development of the feeder models (individual models that feed into Ofwat's financial model for the PR19 price control) related to wholesale controls; and |
| - | Support in finalising our position for the draft methodology consultation and final methodology statement - both helping to develop our position, and also considering stakeholder responses to our draft methodology consultation (which will close in early September 2017) in reaching our final position for December 2017. |
The exact requirements will be agreed with the Customer and the Contractor during the course of the Contract. We anticipate a total of 15 to 35 days input over the period of the Contract, although the Customer reserves the right not to commission work under the Contract.
Outputs and Deliverables:
The outputs and deliverables may vary depending on the advice or support required, and may be verbal or written. It may also include the attendance at workshops, meetings and Ofwat's Delivery Boards.
Additional information: Please note that this is a call-off contract so it is difficult to quantify exact spend.
