Alternative Provider of Medical Services (APMS), GP Services for Lister House (formally Meadowfields) in Chellaston and Allenton (Derbyshire)

NHS Arden and Greater East Midlands Commissioning Support Unit (Arden & GEM CSU) on behalf of Southern Derbyshire Clinical Commissioning Group (SDCCG) and NHS England (North Midlands) are looking for suitably qualified providers with an ability to deliver Primary Medical Services in Derby City.

The practice has a current list size of approx. 11 000 patients and is provided from 2 locations:

1. The Lister House - Chellaston Fellow, Lands Way, Chellaston, Derby, DE73 6SW;
2. The Lister House - Allenton Coleman Health Centre, Coleman Street, Allenton, DE24 8NH.

The identified provider will continue to provide services from these premises.

As this tender is for existing services, the services must be fully operational by the service commencement date of 1.1.2017 in order to ensure continuity of care for patients.

There will be a 3-month mobilisation period from October-December 2016.

The contract will be an APMS agreement for a proposed period of 10 years, with option for a 5 year extension (Please note that as this is over 5 years the contract duration is subject to approval via NHS England's internal governance process), bidders will be advised accordingly once approval has been sought. The estimated contract value is 11 100 000 GBP over the 10 years with no inflation (1 100 000 GBP per annum).

It is envisaged that TUPE will apply to this contract.

The Commissioners are looking for a modern, patient-centred model that is user friendly and culturally sensitive that considers all of the national and local health targets. These services must be provided by GPs and Nurses and the provider will be expected to deliver:

• Essential services;
• All additional services;
• Dementia and learning disabilities;
• All enhanced services commissioned by NHS England and SDCCG;
• Opening hours and service delivery from 8:00-18:30, Monday-Friday (except statutory bank and public holidays);
• Increased access;
• Promotion of healthy living with the aim of tackling the underlying causes of ill health;
• High quality primary medical services responsive to the needs of the local population.

The full scope of the service can be found in the draft service specification; it is essential that interested providers must be able to demonstrate an ability to mobilise the service provision to ensure a service commencement date of 1.1.2017.
