The aim of the ITT is for the trust to create a framework agreement and appoint a single Bidder who can provide a BME MTC service which meets the objectives of The Authority. These objectives being:-

Value for money not just for the initial capital cost but also the whole asset life cycle
Certainty of delivery in terms of time and cost;
Consistent delivery of quality in design and construction;
The introduction of continuous improvement through collaborative working, the adoption of benchmarking and performance management;
Improved management of risk
Optimising the sustainable delivery of construction works
