There are seven Prisons in Staffordshire for which Staffordshire County Council will have the responsibility to provide Care and Support. The Council will provide the assessment and case management processes to identify those eligible for Social Care and to identify suitably qualified Providers to deliver Care Services within the Prison. Staffordshire has the largest Prison population in England and Wales with about 5,500 prisoners. In the last twelve months there has been an increase in the 50+ population of 52% mainly due to the re-role of Stafford Prison.

With effect from the Start Date and thereafter throughout the remainder of the Term, the Provider shall provide the Service in the Contract Areas in:

Lot 1:

HMP Stafford, Stafford

HMP Dovegate (IND), Uttoxeter

HMP Drake Hall, Eccleshall

Wenger House, Newcastle-under-Lyme

Staitheford House, Stafford

Lot 2:

HMP Featherstone, Featherstone, Wolverhampton HMP Oakwood (IND), Featherstone, Wolverhampton HMP Swinfen Hall, Lichfield HMP Brinsford, Featherstone, Wolverhampton

Due to the nature of the Service and lack of precedent for its delivery, the Council intends commissioning a number of Guaranteed Hours at HMP Dovegate, HMP Oakwood and HMP Stafford. In addition the Provider will be required to make additional hours of service delivery available through the provision of Spot Purchased Hours to HMP Featherstone, HMP Drake Hall, HMP Brinsford, HMP Swinfen Hall, Staitheford House and Wenger House.

For the first six months of the Term the Council the Guaranteed Hours shall be;

Lot 1

HMP Dovegate – 105 hours per week HMP Stafford – 84 hours per week.

Lot 2

HMP Oakwood – 84 hours per week

Towards the end of the first six months the Council and the Provider shall review the Guaranteed Hours and will agree a revised number for the next six month period of the Term, this may either result in an increase or decrease in the number of Guaranteed Hours and will be dependent on the level of Service activity. However, following the review, the Guaranteed Hours shall not be less than:

Lot 1

HMP Dovegate – 84 hours per week HMP Stafford – 70 hours per week.

Lot 2

HMP Oakwood – 70 hours per week

The Council agrees to pay the Provider 100% of the Hourly Rate for each of the Delivered Hours and 50% of the Hourly Rate for the number of Guaranteed Hours, up to the maximum, in respect of which no Services are delivered.
