The Provision of GP & Substance Misuse Services at HMP Manchester & HMP Buckley Hall

NHS Shared Business Service on behalf of Manchester Mental Health and Social Care Trust are looking to gauge market interest and conditions for The Provision of GP and Substance Misuse Services at HMP Manchester (HMPM) and HMP Buckley Hall (HMPBH).

The principle aim of the service is to provide consistent, accessible, high quality, safe and effective GP and Substance Misuse Services that are equivalent to that available to patients in the community, within the constraints of custody, to the prisoner populations at HMPM and HMPBH.

Healthcare is an integral part of the Prison Service and as such, the Provider is required to work in an integrated, co-operative and coordinated way with the prison service in the delivery of health services.

Manchester Mental & Health & Social Care Trust are seeking responses from viable providers who would be interested in providing these services across both HMPM and HMPBH from 1st April 2016. The anticipated contract period will be 4 years with options to extend up to 24 months.

Providers who wish to express an interest in these services are asked to provide the following information and details relevant to the services.

1. Please provide details of any experience you have in delivering/managing similar services in a prison setting.

2. Please provide brief details on future capability and capacity to deliver the GP and Substance Misuse Services at both HMPM and HMPBH.

3. How extensive is your knowledge of similar services in a prison setting?

4. Please identify your current organisation structure (public limited company/limited company/partnership/sole trader/charity/other/public sector organisation)?

Potential providers wishing to express an interest in participating in the request for information and any future tender process should do so by, emailing Daniel_cheetham@nhs.net no later than 12pm on Friday 7th August 2015.

Please note that an expression of interest in delivering the services at HMPM and HMPBH is not a tender response.

An expression of interest is no indication of a commitment to participate in the tender process nor does it infer any special status on those providers who do submit an interest.

Potential providers who do not express an interest at this stage will still be able to apply in the future. All responses will be treated in confidence.

This expression of interest does not commit Manchester Mental Health & Social Care Trust to undertake the procurement of the GP and Substance Misuse Services, who have the right at this stage to withdraw the notice.
