Wandsworth Borough Council and the London Borough of Richmond up on Thames are considering tendering for a joint concession contract for the provision of pay by phone cashless parking services that will increase user choice and convenience with regard to making secure payments for pay and display parking at any of the Authorities' on and off street designated parking locations.
It is envisaged that the service will be provided using, but not being restricted to:
•Voice only mobile and fixed phones
•Web enabled mobile phones
•Web enabled devices including laptops, computers, tablets, kiosks etc.
•SMS enabled mobile phones or devices.
II.2.14) Additional information
It is envisaged that the contract will provide two options for users to pay for parking as follows:
1)Block payments which will allow users to predict and pay for the length of time they want to park with an option to extend if desired.
2)Stop/ Start which will allow users to phone to start parking sessions and then phone again when they want to stop the clock.
The contract will also include the requirement, as an option, to provide and maintain the infrastructure on street in terms of signage in support of the Pay by Phone service.
Over two million transactions have been processed across both boroughs within the last 12 months with numbers continuing to grow.
It is anticipated that the contract will commence in June 2017 for a period of five (5) years with the option to extend by a period or periods of up to two (2) years with an estimated total value of £1.8 million.
The Boroughs anticipate that the service can be supplied at no cost to the Authorities and this is the model sought.
