This work package scope relates to the continuation of traffic modelling and appraisal of TWO Smart Motorways Programme (SMP) schemes, grouped into ONE package order.

Highways England have procured design contracts for each of these projects to achieve the deadlines for SoW (M6 July 2020 and M56 March 2020) The traffic modelling and appraisal for these schemes has already involved the development of a local model predicated upon the Trans Pennine South Regional Transport Model (TPSRTM), provision of forecast traffic data for the design purposes and environmental appraisal, and economic appraisal of the schemes.

Both schemes require specific updates to the modelling and economic appraisal undertaken thus far to meet outstanding statutory processes. It is imperative that the modelling and economic appraisal for all of these schemes need to be complete by mid-March 2020 to enable the design and statutory processes to be completed in time for start of construction. This means that there is an available window from December 2019 to complete all modelling and appraisal tasks
