An RFQ was developed to commision a consultancy to produce a feasiblity study for a Creative/Tech festival in the West Midlands. This festival would follow a similar guise to other international festivals such as South by South West in America, and would be a vehicle to promote the region, and attract investment, as well as support the West Midlands Growth Plan.
