The Strategic Projects Team on behalf of NHS South Warwickshire CCG (SWCCG) is seeking expressions of interest to participate in a market sounding exercise, including participation in a market event 10.00.–13.00 on 10 July 2015. Venue TBC
Background
SWCCG is seeking to further develop and transform Out of Hospital Services via fully integrated provision that ensures the most appropriate care for their patient population.
Out of Hospital includes people with long term conditions usually with two or more modalities who require regular medical/nursing/personal care input. The CCG see the services provided to this cohort of people as a priority for development and redesign in order to deliver fully integrated person centred care.
SWCCG key drivers for change are:
| • | to deliver more care outside of hospital settings for the people within the SWCCG area |
| • | the transformation of the present out of hospital system including ensuring a sustainable workforce that is capable of working across professional boundaries as appropriate; to improve health outcomes for their local populations and address the complex needs of an aging population, which will be a significant area of growth in SW |
| • | create person centred care delivered via integrated services |
| • | support people in gaining and maintaining maximum independence. |
SWCCG has been working with key stakeholders and prior to concluding their assessment wish to understand the perspective of potential provider organisations.
The CCG therefore wishes to engage with a range of provider organisations to present and discuss the potential commissioning contract options and explore any other considerations from a provider perspective.
Approach to working with providers
To deliver the CCG’s strategy of increased provision of care outside of hospital settings they recognise the need to transform the Out of Hospital services. The CCG will specify the outcomes required from the Out of Hospital Services, however they do not intend to be prescriptive about the final solution/models of service delivery.
Service Scope.
The service scope is being refined as part of the options appraisal process. The services currently considered to be within scope includes community services and some older peoples mental health services. On-going work and discussions are continuing to refine the scope. The CCG is seeking to put a percentage of the emergency care spend in to the scope and would welcome the opportunity to discuss this with provider at the market event. The CCG reverse the right to further define the services in scope. The Local Authority also intends in the spirit of partnership to align key services and resources.

Additional information: Providers should note that this is a market sounding exercise and that no procurement may follow this process. Any expenditure, work or effort undertaken by the organisations prior to any subsequent procurement is a matter solely for their own commercial judgment.
The CCGs reserves the right to withdraw from the process at any time or to not tender the service or to tender on a different basis. In such circumstances, and in any event the CCGs and/ or their advisors shall not be liable for any costs or loss of expenses whatsoever incurred by the respondent and company, agent, subsidiary or organisation may have contributed to any response submitted to this prior information notice.
