Children, young people and adults with a learning disability and/or autism who display behaviour that challenges, including those with a mental health condition have the right to the same opportunities as anyone else to live satisfying and valued lives and, to be treated with the same dignity and respect. They should have a home within their community, be able to develop and maintain relationships and get the support they need to live a healthy, safe and fulfilling life" .
Sheffield City Council is establishing a specialist Supported Living Framework for adults with learning disabilities and/or autism, who display behaviour that challenges, including those with a mental health condition. People supported by Providers on this Framework may have complex histories (including 'forensic' and/or offending histories). People may also have spent a long time in secure hospital or other restrictive / institutionalised settings and require support in the transition to less restrictive settings.
People will be supported to live in community-based housing. Their Supported Living Services will be person-centred and non-restrictive, working in close partnership with everyone involved in the person's life, helping them be in control of their own lives.
The Supported Living Services will be resilient with strong leadership at all levels, skilled in understanding behaviour and delivering proactive approaches to reduce or prevent challenging behaviour and able to effectively support their staff. Support staff will have enhanced skills and support, able to implement the right approaches, including Positive Behaviour Support, for each person supported. Over time, skilled and consistent support will reduce people's challenging and/or offending behaviour helping them lead safer and happier lives.
