Havering Sixth Form College ~ Tender for Catering Services.

The successful Supplier will be required to provide catering services for Havering Sixth Form College.

The catering service provision at the College has not been market tested for five years and to ensure that best value principles are applied the Governors and Senior Leaders of the College have decided to tender for the catering service.

Havering Sixth Form College has 2577 pupils (2016/7 roll).

Havering Sixth Form College wishes to offer a balanced and healthy menu to students which fully meets the requirements of the students and staff onsite, providing tasty and healthy menu options which are exciting and interesting. The menu should be based on the use of fresh ingredients and bakery products. Where possible the College would like to see ingredients sourced locally (within a 20 mile radius of the College) and sustainably. The College is also looking for a supplier who will work with students and leadership on the development of menus, actively seeking feedback and responding to it. A positive and entrepreneurial attitude to new opportunities and suggestions is highly desirable.

The College currently operates a breakfast, break and lunch service with a different service offering at each time of the day. The College is open to suggestions as to how to expedite the service and flow of students through the service points.

The College currently has around 500 students who are eligible for Free School Meals. The current service is only provided for 39 weeks, but the College are looking to extend that at the start and end of year.

The College has a well-equipped production kitchen. The College does not anticipate the need for any financial investment in the kitchen, but would be looking for advice and discussion regarding any requirements and decide how and who pays for it.

The new contract will commence on 1.8.2017, for an initial 3 year term with the option of an additional 2 x 1 year extensions.

The staff are currently employed by the incumbent contractor to manage and oversee the catering service and therefore TUPE regulations will apply to this contract.

The cash sales value of the contract is approximately 179 823 GBP 2015/6 plus free school meals (students are allowed to spend up to 3 GBP per day) and hospitality.

It will be the Supplier's responsibility to obtain any necessary documents in order to submit a response by the closing date and time.

The contracting authority reserves the right not to award any or part of the contract which is the subject of this Contract Notice and reserves the right to terminate the procurement process at any time.

The contracting authority will not be liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.

The contracting authority will consider variant bids, evaluating them (so far as the variant or the evaluation of the variant is in the opinion of the contracting authority practicable) on the same basis as a conforming bid, but shall not be obliged to accept any such bid in preference to a conforming bid even if the variant bid scores more highly. No variant will be considered unless the bidder simultaneously submits a conforming bid.
