Neighbourhood Health is the cornerstone of the 10-Year Health Plan, designed to bring care closer to people's homes and communities. It will unite professionals from across organisations into integrated teams focused on individual needs, reducing fragmentation and shifting the entire system towards preventing ill health. Achieving this vision depends on strong collaboration across NHS services, local government, and the voluntary, charity, and community sectors. Under the leadership of Health and Wellbeing Boards (HWBs), NHS bodies, local authorities, and partners will work together to develop and implement Neighbourhood Health Plans by March 2026.
The buyer is looking to secure three suppliers with relevant experience and expertise to provide universal support to the sector via a series of webinars and tailored support to 15 HWBs.
The objective is to deliver neighbourhood health effectively, systems must clarify roles and actions, ensure HWBs, members, and senior officers step up to lead, and leverage practical support to drive implementation. Alongside this, the sector-wide webinar programme will be to strengthen leadership, while the targeted support will help 15 HWBs deliver neighbourhood health plans, operational plans, and integrate the Better Care Fund 26/27 with these plans.
The Parallel Universal Webinar Programme will:
- Build leadership and governance capability sector wide, across councils, HWBs, and system partners
The targeted support will enable 15 Health and Wellbeing Boards (HWBs) to:

| • | Produce draft operational plans for Q2 2026/27 |
| • | Integrate the reformed Better Care Fund |
