NHS Leeds South & East Clinical Commissioning Group (CCG) as the Lead Commissioner on behalf of the 3 NHS Leeds CCGs wishes to commission a Community Intermediate Care (CIC) beds Service which will support people who have had an episode of ill health either at home or in hospital, and require a period of recovery & rehabilitation prior to returning to their own home. The CIC service is intended to be delivered within the care home environment, and requires the close collaboration of several elements - including nursing, therapies and carers, as well as good quality care home estate and hotel services.
Over the next 12 months we are looking to commission approximately 190 - 200 CIC beds city-wide across Leeds. We would like to ensure that CIC bed units are of a manageable size (ca.10-30 beds in each unit), and that the units are geographically spread across the city to support accessibility and links with local communities. It is therefore anticipated that there will be multiple CIC bed units commissioned through this process, with a separate contract being awarded to each CIC unit.
The CCG is seeking to engage with suitably qualified & experienced providers to inform the most appropriate route to market. A market engagement questionnaire has been developed for completion, along with a draft service specification, which the CCG is inviting potential providers to provide feedback on. The early engagement process will be used to help shape the final version of the specification and to determine the most appropriate route to contract award. Responses from the market engagement may evidence the appropriateness to award a contract without any competition.
The anticipated annual contract value relating to the above services is estimated to be £9.5m, based on a 3 year contract and the potential to extend for up to a further 2 years.
If the CCG decides to undertake a formal procurement process then this is anticipated to commence mid April 2017 through a notice on Contracts Finder, with the intention to have a contract awarded by the mid August 2017 and for Service to commence by mid November 2017.
