Community Services for Children and Young People - NHS Heywood, Middleton and Rochdale CCG and Rochdale Borough Council - Market Engagement Event on 30th June 2015

NHS Shared Business Services (NHS SBS) on behalf of NHS Heywood, Middleton and Rochdale Clinical Commissioning Group (NHS HMR CCG) and Rochdale Borough Council (RBC) would like to invite Providers to attend a 'Market Engagement Event' which will inform the market of NHS HMR CCG and RBC intentions to provide community services for children and young people.

RBC is also inviting expressions of interest to provide school health services and are considering options for 0-5 years public health services, including Health Visiting and the Family Nurse Partnership. Any possible procurement process at this stage may be separate to the NHS process but as NHS HMR CCG and RBC are working closely together to develop fully integrated and seamless care pathways a joint Market Engagement Event is being held.

NHS HMR CCG and RBC are proposing a new service model to deliver an integrated landscape where all services/Providers work to deliver the same set of outcomes and can see where their contribution fits into the overall picture for that individual child or young person.

The service model at this stage will include the following pathways:

The services are to be delivered as part of a comprehensive 0-19 years (0-25 years to meet the CCG’s statutory obligations regarding specialist educational needs and disability (SEND)) seamless service for children and young people. The Provider will understand the health needs of this population and through a process of assessment, planning and support, will improve the health and wellbeing outcomes for all children and young people, thereby helping them to achieve their potential.

The Provider will be accountable for ensuring that outcomes improve for all children and young people and that inequalities in health are reduced. The Provider will deliver a highly visible and accessible service that takes advantage of developments in the digital world.

The services will play a vital part in ensuring every child, whatever their start in life, is enabled to achieve their optimum health and wellbeing and secure a successful and healthy transition to adulthood.

The Provider will need to work across children and young people’s health and wellbeing services in an integrated way to improve outcomes for children and young people and will work in close partnership with other children and young people’s service contractors in Rochdale, including other NHS organisations, RBC, and the voluntary sector. This integrated approach seeks to ensure that the Provider thinks in terms of delivering care pathways and outcomes rather than services labelled by the name of the profession providing them, and they will have the freedom to configure cross cutting teams to achieve joint outcomes.

Additional information: The Provider may develop a ‘single point of entry’ into the children and young people’s community services system and will take responsibility for ensuring that children and families access the right pathway or pathways to ensure the desired outcomes.

The proposed contract platform for the NHS procurement will be for a prime contract, with an ambition to move to an alliance type contracting platform should the environment support this approach. The use of sub-contractors may be utilised to support a whole systems approach to effective integrated service/pathway delivery.
