Phase 3 will support the MRTOT to build the capacity as well as legal and institutional framework to implement the policies and programmes adopted under the Donbas Economic Transformation Strategy, developed as a result of the first two stages of the project. It also sets out to create a financial support framework - specifically establishing an operational structure of the multi-donor Consortium Fund. The expected output results are as follows:
| • | A set of draft laws and bylaws to operationalize the Donbas Economic Transformation Strategy delivered. |
| • | A temporary Delivery Office (DO) to assist the MRTOT with the implementation of the Donbas Economic Transformation Strategy established. |
| • | The organizational design and institutional recommendations for establishing the Donbas Economic Transformation Agency (DETA) as a permanent agency under the MRTOT prepared. |
| • | A private sector "insurance mechanism to respond to the heightened military and political risks for business operations in Donbas" developed and adopted by the MRTOT. |
| • | The operational structure of the multi-donor Consortium Fund based on the Eastern Europe Energy Efficiency and Environment Partnership (E5P) model designed. |
| • | Report on communications outreach and stakeholder consultations to support Strategy implementation and strategic policies within GoU, local authorities, business, civil society, vulnerable groups in the Donbas, and the wider Ukrainian public provided. |
