The City of Wolverhampton Council is commissioning an integrated Healthy Child Programme service for children aged 0 to 19 years for the next five years.
This brings together Health Visiting and School Nursing services as well as an intensive support programme.
We are looking for evidence-based, creative and dynamic approaches to delivering the Healthy Child Programme. The programme needs to address the findings in the Michael Marmot report 'Fair society, Healthy Lives' and the growing body of evidence associated with 'adverse childhood experiences'. A systematic approach is needed to support children to be on track for good outcomes, paying particular attention to those who do not get off to the best start.
Specifically the service needs to:

| • | Apply staffing resources in combination with technology in as smart as way as possible |
| • | Have a flexible approach to delivery as changes occur across the population |
| • | Promote good mental wellbeing and resilience |
| • | Instil a culture of self-help |
| • | Work as one team with the Council's Early Intervention Service |
| • | Attract and retain a workforce of the highest calibre |
| • | Be highly regarded by service users, partner organisations and professional stakeholders |
| • | Demonstrate the impact that the service makes to its service users and to the health, social care and wider economy |
Creative ways of working in partnership with the voluntary sector to support aspects of delivery of the healthy child programme will be welcomed.
The Council is conducting this Procurement process under the Procurement Contract Regulations 2015 Light Touch Regime. We will be following the competitive procedure with negotiation.
