PRIOR INFORMATION NOTICE
Vehicle Inspection System
The Department of Infrastructure ("the Department") wishes to explore the market, to identify interest from experienced suppliers to provide a bespoke vehicle inspection software system for the Vehicle Test Centre, Highway Services Division.
The Department is looking for a system which can schedule booking slots for a range of vehicle types in alignment with the inspection equipment availability, record specific tests for different vehicle types and record pass/fail results, generate pass/fail notices for different vehicle types, interlink with other databases to update results, allow for an online booking function.
The existing system is end of life and is no longer supported by the current supplier. As the Vehicle Test Centre is relocating to a new site with more modern testing equipment and will have the capacity to undertake new testing methods a new software system is required to support this.
The supplier must have suitable and demonstrable experience in providing vehicle inspection software but also to be able to adapt it to Isle of Man legislative differences in testing requirements.
Examples of key legislative differences in the Isle of Man are:
- When testing tyre tread depths on Cat 4 vehicles (cars), the Isle of Man requires that the grooves of any tread, other than the 1.6mm across the central ¾'s, has to be clearly visible i.e. outer shoulders.
- When testing driver's visibility, the Isle of ... issue invitations to responders to the Notice.

In order to progress to the next stage of the process you will need to 'Opt-In', complete the 'Form of Acknowledgment' questionnaire, upload your PIN Response document and click 'Submit Return' before the deadline as detailed below.
