Improving Access to Psychological Therapies on behalf of NHS Heywood, Middleton and Rochdale Clinical Commissioning Group (NHS HMR CCG)

NHS HMR CCG wishes to re-procure the provision of their Improving Access to Psychological Therapies Service (also known as IAPT).

The new service delivery model aims to offer a new and innovative approach to primary care psychological therapies provision which is designed around specific needs of HMR's population, whilst being modelled to meet nationally mandated targets. The proposed model aims to close the gap between IAPT and secondary care services, whilst offering a holistic person-centred approach to care, enabling delivery of national IAPT targets and promoting sustainable recovery.

This will be a developmental model, with the future Provider working with Commissioners over the lifetime of the contract to review and improve the service offered and move towards a more flexible outcome based contracting model.

It is proposed that the service specification is developed for a three stage primary care psychological therapies pathway:

Stage 1: Screening service hub and ‘Theraprep’ offer. All primary care psychological therapy referrals would be made to the screening service hub model. This would not require referrals to be made for IAPT specific therapy, and would allow self-referral, along with GP and wider professional referral (eg Drugs and Alcohol team).

Stage 2: IAPT service delivery. This phase of the pathway will offer IAPT compliant psychological interventions (including CBT) for people with common mental health difficulties within a stepped care model in line with the national IAPT structures.

Stage 3: Resilience and enablement. Following receipt of a minimum of one IAPT therapy session, all service users would be stepped down into the Resilience and enablement phase. The final IAPT assessment would be taken at this session.

The vision for the pathway model is that it would be provided by a network of provision of Providers.

Potential providers are asked to complete the attached Request for Information document (RFI), the purpose of the RFI is to collect information that will help Commissioners define the service that will be commissioned be engaging with Providers and seeking their views.

NHS HMR CCG would like to invite Providers to attend an exciting Market Engagement and Partnership Building Session which will inform the market of NHS HMR CCGs intentions to provide an IAPT service.

The purpose of this event is:

• to have an opportunity to meet with the Commissioners in an informal and dynamic atmosphere to discuss and explore how improving IAPT and primary care mental health services could best meet the needs of NHS HMR CCG patients;
• to understand the landscape in terms of the options for IAPT and Primary Care Mental Health service delivery development and achieving improved outcomes for this cohort of service users.

Additional information: Please note that the attached set of slides called Locality Plan are provided to give further details in terms of high level principles. The questions at the end of the slides do not require a response from Bidders as part of their response to this PIN Notice.

We only require Bidders to complete the Request for Information Questionnaire and the Information Exchange Opportunity.

You will have plenty of time for making new connections at our event as the aim is to encourage new partnerships that deliver a diverse, inclusive and responsive network of provision prior to the beginning of the competitive process in April 2016.

The event will be held on Friday, 8th April 2016 at 1.30pm – 3.30pm at Middleton Masonic Hall, Manchester Old Road, Middleton, M24 4DY.

This event is for all organisations with an interest in mental health and wellbeing: from leisure centres to clinicians, debt advisors to employment support providers, walking groups to community gardens and theatres, this session is for you to meet prospective Lead Providers and share how you can contribute to achieving improved outcomes for patients with common mental health problems. Organisations will also have the opportunity to set up a display stand.

Providers who are interested in seeking sub or main contractor relationships with other Providers, are offered the opportunity to indicate their wish to do so by completing the Information Exchange Opportunity form (see attachment) and submitting it using the same details as the RFI document.

This notice does not commit NHS HMR CCG to undertake the procurement of the IAPT service and NHS HMR CCG has a right to withdraw the notice.
