Arden & Greater East Midlands Commissioning Support Unit (AGEM CSU) on behalf of Leicester City Clinical Commissioning Group (LCCCG) would like to invite providers to attend a ‘Market Engagement Event’ which will inform the market of LCCCG intentions to re-procure Improving Access to Psychological Therapies and Mental Health Facilitators (IAPT) Service - Leicester City.

Improving Access to Psychological Therapies (IAPT) is an NHS programme of talking therapy treatments recommended by the National Institute for Health and Clinical Excellence (NICE) which support frontline mental health services in treating depression and anxiety disorders. (see http://www.iapt.nhs.uk/). It was created to offer people a realistic and routine first-line treatment, combined where appropriate with medication, which traditionally had been the only treatment available.

In relation to achieving the aims and objectives of the national programme the Commissioners have identified a good IAPT service should provide:

-Equitable access to talking therapies
-Timely access
-Choice of NICE compliant treatments and access to alternative pathways
-Flexible number of sessions fitting clients’ needs
-Provide a choice treatment locations
-Good clinical outcomes with improved health and well-being (including employment)

In addition to IAPT the service will also include the provision of Primary Care Mental Health Facilitators. The Primary Care Mental Health Facilitator (MHF) is an experienced mental health practitioner providing a key role in the management and maintenance of monitoring for stable patients with Serious Mental Illness (SMI), in Primary Mental Health Care.

MHF are primarily expected to support patients in Mental Health Care Clusters 11, but also work with Care clusters 4, 6, 7, and 8 in agreement with GP’s or primary care health teams.

The aims of the MHF Service are to:

-Manage severe and enduring Mental Health Registers with Primary Care
-Provide on-going support to those individuals who meet the eligibility criteria and are discharged from secondary care services.
-Offer assessment, education, support and advice for primary care staff

It is intended that a procurement process will commence at the end of June 2015 with a view for the service to commence on the 1st April 2016.

The Market Engagement Event will take place on 10th June 2015 in Leicester city centre.

The Market Engagement Event will provide:

an overview of the service to be provided
details of the anticipated contract type, length and particular conditions
an overview of the procurement process and the anticipated timeline
a “MINI-PROCUREMENT MASTERCLASS” with guidance and tips on tender writing and an opportunity to ask questions on an individual basis
