CLOSING DATE FOR TENDER DOCUMENT REQUESTS IS 5PM ON 28TH MAY 2015 TO AMYROBERTS@SOUTHEND.GOV.UK. Southend-on-Sea Borough Council is currently inviting bids from suitably qualified and experienced consultants to undertake a two stage technical study. 'Investigating Heat Network Capacity in Southend' will include a heat mapping study (stage 1) of the Borough, leading to energy masterplanning (stage 2) that will allow for more detailed, site specific data to be produced enabling a better understanding of heat loads and heat network capacity in the Borough.

| 1. | Aims |
| 1.1 | Southend Borough Council, a unitary authority in South East Essex, is seeking to appoint an experienced consultant to undertake a two-stage study within the Borough to identify opportunities for the delivery of heat networks. The Study will be undertaken in the following stages: |
| 1.2 | Stage 1: Heat Mapping – this stage of the study will allow for an area-wide exploration, identification and prioritisation of heat network opportunities within Southend. |
| 1.3 | Stage 2: Energy Masterplanning – will include initial masterplanning to allow for more detailed, site specific data to be produced enabling a better understanding of heat loads in the Borough that could be utilised to develop heat network capacity. This information will be used to inform relevant planning policies, including site specific policies and development briefs as appropriate. |
