Individual Placement and Support (IPS) is an evidence based model of employment support for people with mental health problems.

Tower Hamlets CCG and Mental Health and Employment Partnership have jointly commissioned IPS services in Tower Hamlets since April 2016 and are now in need of a new IPS contract from April 2020 after the current contract ends. Over four years this service will deliver support to over 1000 individuals, with high fidelity to the principles of Individual Placement and Support (IPS), an evidence-based model promoted by the Centre for Mental Health in the UK.

The overall aim of this service is to support people with severe mental illness to achieve paid, competitive employment in a fulfilling, sustainable way. Through this, we aim to support adults in Tower Hamlets to:

  • Recover more rapidly and effectively from their mental illness
  • Build social connections and support networks
  • Gain financial independence
  • Improve their general health and wellbeing

Additional information: A bidders' event will be held on the 22 November 2019 as stated in the ITT Document 1. All Bidders are recommended to attend. Please confirm who will be representing your organisation (name and status) by the 21 November 2019 at 16:00 in order for the Authority to make arrangements through online messaging.

The services that are subject of this notice are covered by the light touch regime and set out at Schedule 3 (social and other specific services) of PCR 2015. If the value of the contract is over 615 278 GBP the contracting authority must advertise it in the (OJEU), although there is flexibility to the design of the remainder of the procurement.
