This is an early market engagement event for the upcoming procurement "Delivering Better Value in Children's Social Care" to be held on the 27th of April 2022 at 14:00.
The aim of this new programme is to provide advice, identifying changes to practices and processes that will create financial efficiencies, and enable LAs to target their budget effectively without compromising the quality of the services or the safety of children and young people.
The Department is looking for a partner that can deliver this programme through an established model of financial diagnostics which are relevant to the delivery of children's social care in local government.
This will include, but is not limited to:
- Reviewing the LA's budget setting processes, service structures, working practices and IT systems to establish if these could be refined or improved to create savings.
- Financial planning to ensure that the impacts of Covid, Brexit, future budget allocations and potential policy changes from the Care Review are considered and accounted for so that the LA can remain sustainable.
- Identifying the impacts of inaction or delays on the quality of the service and cost of provision - in particular with relation to the journey for Looked After Children.
- Delivery of a report with a set of recommendations to the LA leadership, including a route for access to further support / funding.
- Alignment with the Delivering Better Value in SEND programme.
The number of LAs that will benefit from participating in the programme will be determined by the diagnostic and methodology that the successful organisation can provide however we would expect this to be an absolute minimum of 10 per year, until March 2025.
