The provision, through one provider, of Higher Education on the Isle of Man

The Department of Education, Sport & Culture ("the Department") wishes to explore the market, to identify interest from experienced Universities to provide and deliver higher education courses on the Isle of Man, through the University College Isle of Man.

The Department is looking to work with a single partner university with a proven track record of delivering level 4 and above qualifications to a high standard, which will ensure excellent outcomes for students on the Isle of Man. The Department is looking to work with a partner who shares their values of quality provision and who puts their students at the centre of all that they do.

The Department is committed to providing and expanding high quality education and training to meet both local business and individual student needs. The Department recognises that in order to continue to provide and grow, such partnership working is essential.

By responding to this request it must be understood that, at this stage, the Department are only exploring options, no commitment is intended or implied and this request may or may not progress through to a competitive tender exercise. An invitation to tender may follow this Prior Information Notice, but the Department is not under any obligation to issue invitations to responders to the Notice.

Please be aware that neither the Department...r any other organisation assisting the Government with the procurement process, will accept any liability or any charges for expenses or losses incurred by any interested party as a result of responding to this enquiry.

Should you wish to participate in this competitive exercise please register your organisation on the Isle of Man Government's Procurement Portal at the following website:

Please select 'Register' from the menu on the left side of the Home Page.

Once you have registered your organisation you should select this tender from the list of 'Current Tenders' and 'View Details' then click 'Express an Interest' at the bottom of the page. Once you have clicked on 'Express an Interest' a 'Form of Acknowledgement & PIN Documents' tab will appear. This tab will provide a copy of the 'Appeals Procedure' to be downloaded and a 'PIN Further Information' document which provides the requirements for your PIN response.

In order to progress to the next stage of the process you will need to 'Opt-In' and complete the 'Form of Acknowledgment' questionnaire upload your 'PIN Response' and any supporting documents and click 'Submit Return' before the deadline as detailed below.
