The Catapult is undertaking an exercise to appoint a suitable, capable and experienced provider of research services into the data used for Local Plan and Planning Application Evidence. Through this procurement, we are seeking consultancy services for the following activities: • Development of an analytical framework that will support the selection and prioritisation of data sources to be standardised, with reference to current regulatory and legislative requirements, as well as custom and practice. • Strategic Plan making and Data: o Analysis of the most commonly required evidence bases for plan-making and development control o User and economic research into business as usual costs and processes for obtaining insight from data for plan-makers. • Development Control and Data: o Analysis of the most commonly required evidence bases required by Local Authorities of applicants in planning applications. • Interim report recommending which evidence base documents and data sources likely to be most valuable for standardisation • Data source mapping - location, quality (e.g. level of standardisation or machine readability, etc.) and availability of data sources that are required for the development of plan-making and planning application evidence documents. • Analysis of analytical methodologies used to translate raw data into plan-making and planning application evidence documents. • High level cost analysis of the current business as usual scenario across English planning authorities and English real estate developers, including a breakdown of key activities and associated costs by different participants. We will be using this research to inform another piece of internal research that will aim to develop a digital transformation roadmap for UK government and a digitial transformation toolkit to support local planning authorities. We will expect the successful supplier to work in a flexible manner to ensure that. All IP generated will be owned by the Catapult.
