The National Fire Chiefs Council (NFCC) has commissioned a review of National Operational Guidance and is seeking an experienced consultant to lead it.
National Operational Guidance (https://www.ukfrs.com/nog) provides industry good practice for fire and rescue services within the UK to develop local policies and procedures. The original programme to develop the current suite of guidance ran between 2012 and 2018 but since the programmes closure, several high-profile incidents have occurred, and various initiatives have been introduced. Although elements of National Operational Guidance are continually reviewed and maintained to ensure outputs/learning from these incidents/initiatives are fed in, this will be the first time National Operational Guidance has been reviewed in its entirety.
The consultant will be responsible for undertaking a thorough and systematic review of National Operational Guidance to determine whether it continues to meet current and future needs of the UK fire and rescue service.
Using a range of research-based methods and techniques, the consultant will need to engage a wide cross section of stakeholders from end-users through to Chief Fire Officers, to understand how National Operational Guidance is used and determine the effectiveness of the current delivery model, including its governance arrangements.
Upon completion, the consultant will be required to report and present their findings and recommendations to the NFCC's Senior Leadership Team.
It is expected the review will take between three and six months to complete. The successful consultant will be offered a three (3) month contract, with the option to extend subject to a progress review. For this purpose we enclose the documents, some of which will form the basis of any contract NFCC may award.
