description
Work under this framework arrangement will be undertaken on both 'greenfield' and 'brownfield' sites. Some projects will involve regeneration, and some could potentially include the development of related community and commercial facilities. On occasions, works may also involving refurbishment or conversion. It is also anticipated that some packages in the future may incorporate some units for open market sale.
Projects shall be awarded through mini tenders or called off in full accordance with the procedure detailed in Appendix B of the PQQ.
The key success factors are deemed to be:-
- that the contractor framework supports the SDC's development construction target by delivering the maximum number of high quality new homes at an affordable cost;
- that new homes are delivered at the lowest reasonable all-in cost (inc. associated management and overhead costs etc);
- that the service supports the Client HAs' Asset Management Team's product quality and performance requirements.
- zero defects;
- smooth, trouble-free handovers;
- that residents are provided homes that meets their reasonable expectations;
- that customer satisfaction levels are maintained or improved;
- that each framework contractor provides a consistent, high quality service across all areas; is agile enough to respond promptly to needs and issues, is adaptable enough to satisfy changing requirements, and works together with all consortium partners in a spirit of openness and trust to align shared interests;
- that the framework contractors achieve their core objectives;
- a responsive, effective defects management service with regular reports.
