Description of the Procurement

Core temporary worker services:

The awarded contract provides access to a flexible contingent workforce to support the Financial Ombudsman Service's ability to respond to fluctuating case volumes, operational pressures and changing service requirements. The core services cover the provision of temporary workers across investigative, operational and related support functions, with the supplier responsible for delivering an end-to-end managed recruitment service. This includes candidate attraction, assessment, onboarding support, worker management, performance and service reporting, compliance assurance and ongoing supplier relationship management.

Optional HR-related services:

The contract also allows the Financial Ombudsman Service, at its discretion and subject to agreement, to access optional HR-related services within the scope of the framework and call-off arrangements. These may include assessment centres, applicant tracking or talent pool technology, screening and vetting, payroll management, permanent recruitment, statement of works services, equality, diversity and inclusion analysis, and related resourcing or workforce support services.

Usage and contract flexibility:

The arrangement is intended to maintain continuity of service, support operational resilience and provide value for money over the contract term. Actual usage, including any optional services, will depend on business need and may vary during the life of the contract.
