NHS Salford Clinical Commissioning Group ('the CCG') is seeking information from Providers to identify the potential interest and capability of the market for the delivery of a Level 3 Specialist Adult Weight Management Service (SWMS).

The contract for Salford's SWMS is due to end March 2019 and the CCG intends to procure a new service from 1st April 2019. This service may be procured as a co-commission with other areas in Greater Manchester.

The CCG is developing its commissioning approach for the award of this new contract and current thinking is that the contract will be awarded for a period of 5 years, with the option to extend for a further 2. The approximate value of the Salford service will be in the region £600k to £650k per year.

The SWMS will be for adults with Body Mass Index (BMI) of 35kg/m2 and above, with associated co-morbidities.

The SWMS will be part of the Bariatric Pathway and patients being considered for Bariatric Surgery would need to attend the T3 offer.

The service will provide an individualised and sustained programme of support over a 12 to 15 month timescale and will be delivered by a multi-disciplinary team with specialist skills in behavioural / motivational management, physical activity, nutrition, eating disorders as well as managing clinical risk. There may also be a requirement to provide a triage role for all weight management referrals.

There will be a requirement to collaborate with Providers of Tier 2 weight management provision and linked services (for example, exercise on referral) as part of delivery.

There may be local variations to the BMI criteria and delivery locations if the service goes forwards as a co-commission with other areas of Greater Manchester.

Further detail regarding the SWMS is outlined in the Request for Information (RFI) Questionnaire attached to this advert. Interested Providers are asked to read the document carefully before responding to the RFI Questionnaire.

Participation in the engagement exercise is not a mandatory requirement for participating in any potential future procurement, however, responses received will help to inform the Commissioner as to the level of interest from the market and will be used to evidence a decision about a suitable contract award process for this potential opportunity. CONFIRMATION OF YOUR EXPRESSION OF INTEREST IS THEREFORE IMPORTANT.

If the CCG decides to undertake a formal procurement process then this is anticipated to commence in September 2018 through a notice on Contracts Finder/OJEU notice, with the intention to have a contract awarded by January 2019 and for Service to commence 1st April 2019. This is also being advertised in OJEU.
