Contract award

The Livestock Information Service is being developed to replace the existing systems that deliver animal tracing services in England. The LUIS system development was commissioned in 2019 as an enabling component of the Livestock Information System. The development of LUIS concluded early owing to complexities that could not be resolved at the time involving third party dependencies and scope. Now these have been resolved a contract is being awarded to the same supplier to complete the required tasks and bring the system in a live status.

The original contract was awarded following a DOS procurement. The completion activities can only be managed by the original development supplier given the complexities, insights and relationships established over the development of the application. It would not be technically possible to use other suppliers to undertake this work and so Livestock Information Ltd have sought to secure the services of the same supplier using the negotiated procedure without prior publication under regulation 32(2)(b)(ii) - even though this contract is below the threshold under which the PCR2016 apply.
