Luton Clinical Commissioning Group (LCCG) and Luton Council (LC) are jointly commissioning integrated Community Services provision which aim to provide a person-centred and outcome focussed Community Service providing care closer to home. It is envisaged that the service outcomes will reduce reliance on hospital based care and ensure that people have access to good quality, safe, locally delivered health care services including primary care, health and social care across Luton.
The scope of the proposed procurement includes both children's and adult's services, and has a current estimated annual value of £25.4million. An indicative list of services in scope is attached but will include Luton Borough Council's services such as the 0-19 integrated services, the services that support the delivery of a universal healthy child programme (health visiting, children centre core offer, and school nursing) and council OT services) as part of an integrated delivery model with the NHS services with an estimated value of £6.2 million (included in the £25.4 million per annum).
Luton is also part of an accelerated Accountable Care System (ACS) with Bedfordshire and Milton Keynes (The BLMK STP). Within an ACS there is collective accountability for improving the health and wellbeing of the population. The ACS partners are considering how the various components of the current health and care system - prevention, needs assessment demand management commissioning contracting and health and social care services - can work together better.
To support the procurement process Luton CCG and Luton Council plans to hold an Early Market Engagement Event on the 10th November 2017 at Stockwood Discovery Centre, Stockwood Park, London Rd, Luton LU1 4LX.
The purpose of this event is for Luton CCG and Luton Council to discuss at a high level the vision for Community Services provision across Luton and to use the knowledge of the market to help inform elements of the service specification. The procurement process and indicative timetable will also be shared.
Attain acting on behalf of Luton CCG and the Council intends to use an e-tendering system in this procurement. The e-tendering system and registering an expression of interest can be accessed by following the instructions below. A user guide is also attached for reference.

The duration of the contract is likely to be 5 years with an option to extend for a further 24 months (Maximum of a 7 year contract).
The indicative total Contract Value is £127m for a 5 year contract (£177.8m for a 7 year contract).
