The purpose of this PIN is to notify the market of a forthcoming procurement. The procurement will seek to appoint a provider(s) that can deliver an end to end management and support service for a diabetes prevention programme or certain components of the programme such as a lifestyle change service delivering a range of targeted interventions to people identified as being at risk of diabetes (e.g. support for weight management, encouraging physical activity etc.) or to identify high risk individuals for the programme.
The components of a diabetes prevention programme, which could potentially be provided by more than one organisation within the same health community, are likely to include the provision of:
- a.A mechanism for identifying target population;
- b.Referral pathways into the programme;
- c.A lifestyle support programme for those at risk of diabetes including:
- (i)Knowledge and behaviour modification component: provider(s) providing an educational curriculum covering diet, exercise and behaviour modification;
- (ii)Nutrition: provider(s) providing the provision of nutritional advice to help people adopt a healthy low-calorie low-fat diet;
- (iii)Activity: provider(s) providing engagement in promotion of physical activity of moderate intensity.
The different delivery models may also include:
- Face-to-face or group sessions: local communities would be engaged so that trained coaches and healthcare professionals could effectively deliver the DPP programme;
- Online/digital offering: we may also explore the potential use of online and digital technologies as part of the programme, though we are conscious that the current evidence base for use of such technology as part of behaviour change is limited and therefore any online or digital components to the programme should be seen as supporting/supplementing evidence based interventions.
There are therefore options in terms of the type of service we are considering procuring:
- (i)A national procurement limited to the lifestyle support service/intervention component of a diabetes prevention programme;
- (ii)The procurement of an end-to-end solution (which will involve a provider(s) providing all the above as part of their end-to-end solution);
- (iii)A framework of different providers offering a range of services for local commissioners to choose from.
The date for the supplier engagement day is to be arranged but will be during the week of 20.4.2015.
