Liverpool City Council's Housing Service is seeking a specialist organisation, who has deep Local Government housing expertise, with proven delivery expertise, from a suitably qualified and experienced provider to take on the role of a strategic partner organisation to work alongside us to specify, procure and deliver a number of housing and support services schemes.
⬢ Producing detailed specifications for the individual schemes and services.
⬢ Supporting the procurement process
⬢ Managing and supporting the implementation programme
⬢ Support and delivering business change management
⬢ Provide insight on successful delivery approaches in a range of different types of programmes across the public sector providers.
The focus for the strategic partner organisation is to support the outcomes, objectives and deliverables as projects move through specifying, procuring and into delivery. Flexibility and the ability to change and respond within the programme management environment will therefore be key.
It is vital that the successful partner has the ability turn strategy and plans into operational reality, pulling on significant resources to support the requirements and areas outlined above and mobilise a team at pace. The ability to scale up and down and provide programme management expertise is key.
The tender has two objectives.
To specify, procure and deliver Temporary Accommodation and Support Schemes.
To design, establish and implement a Private Rented Sector Accommodation Service / Lettings Agency, that administers, offers, and provides permanent accommodation.
The tender is divided into two Lots.
