Hull City Council is seeking to procure the Provision of a Programme Management Function to implement Hull's Community Led Local Development (CLLD) Programme (Stage 2).
The Programme Management Organisation (PMO) will be responsible for the day to day management of CLLD project grant funding up to a maximum of £6,636,574 including match funding, and will be required to ensure that the correct % of match is brought in with projects. From 2018 to 2022, in line with Hull's CLLD funding bid and approved CLLD Strategy there will be four grant funding calls throughout the CLLD programme.
The PMO will facilitate a Grant Assessment Panel which will be a sub board of the Local Action Group (LAG)Board that will assess applications and make recommendations for project approval.
The PMO will undertake development work from award of the contract in 2017 in order to publicise the programme, raise awareness and build capacity within the Hub areas and develop robust procedures and processes to manage the grant programme. The first round of projects will be delivered in 2018.
The PMO will be responsible for meeting and evidencing the European Structural and Investment Fund compliance requirements and reporting to both the Local Action Group and Hull City Council, as Accountable Body.
It is the responsibility of the PMO to publicise the availability of funding, ensure that grant funded projects meet the eligibility criteria, and that all such activities enable all sections of the community to access funding, whilst ensuring that any project applying for grant funding brings with it sufficient match, based on the % match criteria.
