A Suffolk-wide partnership among East Suffolk, Babergh, Mid Suffolk, West Suffolk and Ipswich Councils ('the Clients') has been successful in obtaining targeted funding and assistance from the Government as part of the Private Rented Sector (PRS) Pathfinder Programme ('the Programme'). The Programme will set the basis for continued collaborative working and the pooling of Council resources in the Suffolk region.

To enable Suffolk Councils to engage effectively with landlords, tenants and their representatives about the Programme, we are commissioning specialist communication and marketing expertise to develop and deliver a Communications and Marketing Plan and Strategy to reach specific groups & areas. The marketing campaigns will seek to Empower, Encourage and Enforce in tackling poor housing conditions within the private rented sector (PRS) in Suffolk.

You are invited to tender for this opportunity, including the delivery of associated publicity campaigns that support the wider objectives of the Suffolk-wide PRS Pathfinder Programme. The objectives of these are to better engage with the housing sector, particularly landlords, tenants and those communities affected most by the proliferation of PRS properties in their locality.

District and Borough Councils across Suffolk have developed a strong partnership, proactive and intelligence-led approach to addressing housing challenges in the PRS. Suffolk Councils work closely with their multi-agency partners across the housing sector who are integral to tackling poor housing conditions within the sector in Suffolk and are key strategic partners requiring close collaborative working as part of the marketing and communication planning and delivery.
