This document has been issued by Cambridgeshire County Council which is at an early stage of developing a procurement strategy for Facilities Management (FM). Any participation in a future tender exercise will not be prejudiced should your company respond or decide not to complete this document, nor is the completion of this document a guarantee of invitation to participate in a future tendering exercise.

This document provides a brief outline of our current contractual position and the desired deliverables from any new contractual arrangement.

Cambridgeshire County Council Main HQ building “Shire Hall” is situated within the city boundary, other main Corporate buildings are:

Scott House – Huntingdon Awdry House – Wisbech Noble House – Ely

Babbage House – Cambridge (City)

Hereward Hall – March Bargroves – St Neots Buttsgrove – Huntingdon Amundsen House & Speke House – St Ives

The Council is responsible for a portfolio of properties and sites, ranging from the 26 main corporate/ civic office sites and a further (178), through to a wide range of properties including:

Services provided

In terms of the services provided to each site, these vary from site to site.

The Council has responsibility for the maintenance and repair of the building fabric to all properties and provides cleaning services to all public access and office buildings. Repairs are largely limited to statutory compliance and critical failure.

The below table represents a breakdown of the services that are currently provided by third parties and will be subject to tender in the near future.

Hard FM Fire alarm testing and maintenance Guttering maintenance

General building fabric repairs (PPM Reactive/Works arising)

Asbestos testing and removal

Water safety and treatment (legionella)

Soft FM Intruder alarm and CCTV maintenance and monitoring. Fire refuge system maintenance.

Static Guarding, mobile guarding, keyholding services, alarm response, locking and unlocking.

Personal alarms (lone workers), panic alarms and pages.

Access control system.

Cleaning services.

Grounds maintenance and tree works.

Waste management services.

Currently the Council also provides the following services in house and the Council is exploring the option of outsourcing this and would welcome.
