Arden & Greater East Midlands Commissioning Support Unit (Arden&GEM CSU) on behalf of NHS England (Central Midlands) and Nene CCG (referred to as the Commissioner(s)) under joint commissioning arrangements is seeking suitably qualified and experienced providers to deliver primary care medical services under a caretaking arrangement, at Clarence Avenue Surgery, 14 Clarence Avenue, Kingsthorpe, Northampton, NN2 6NZ.

As a result of this procurement exercise an agreement will be established with the successful Bidder(s) for a period of 14 months from the commencement date of 1st October 2016 until the 30th November 2017, with the option to extend for a maximum of a further 12 months.

The Commissioner(s) are to carry out a patient consultation on the future options for the Clarence Avenue Surgery practice. There may be a requirement to extend the contract if it is agreed that a full procurement is required for a longer term provider or that no decision has been forthcoming following the patient consultation.

Based on the current contract it is anticipated that the service provision resultant of this procurement will have an estimated annual agreement value of £430,000 (excluding caretaker element which is to be determined with the successful Bidder as part of this tender exercise). It is estimated that the initial contract value (14 months) will be £500,000 (excluding caretaker element which is to be determined with the successful Bidder as part of this tender exercise) . The weighted patient list size was 4279 in July 2016.

It is envisaged that TUPE will apply.

The key objective of this procurement is to commission an able provider/s through the most current NHS England Alternative Provider Medical Services (APMS) contract. These services must be provided by GPs and nurses and the Provider/s will be expected to deliver:-

•high quality, patient centred and value for money (VFM) Primary GP services, delivered in a safe and effective manner. •Primary Medical Services including Essential, Additional and Enhanced Services as set out in the Service Specification.
